Graph each line as if it contained an equal sign.  Notice that both lines are DASHED.

The test point chosen here was (0,0).  The test point made the first inequality true, so the shading covered the test point.  It made the second inequality false, so the shading did not cover the test point.

The solution is the area where the two shadings overlap.
